The Carbon Plan, published in December 2011, sets out the Government's plans for achieving the emissions reductions committed to in the first four carbon budgets, on the way to reducing UK emissions by 80% from 1990 levels in 2050. Annex C of this report includes an updated version of the Government-wide plan of action on climate change, including domestic and international activity.

It sets out department by department, actions and deadlines for the next five years. The plan presents ongoing and planned cross-Government action on climate change with specific deadlines providing for both internal accountability and public transparency.
