IEEP and the Öko Institut report – ‘How do we share emissions reductions amongst EU member states?’
Proposals to move from a 20 per cent reduction to a 30 per cent reduction in greenhouse gas emissions by 2020 have proven politically controversial. WWF, Greenpeace and CAN-Europe commissioned IEEP and the Öko Institut to look into how the additional effort entailed in moving from a 20 per cent to a 30 per cent EU-wide emission target could be distributed among EU Member States. The report explores four possible scenarios for distributing the additional effort required. This includes 1) using GDP per capita, whereby more affluent Member States are allocated a greater proportion of the additional reductions (as with the current 20 per cent target), or 2) using the estimated marginal costs of abatement to define where the burden falls, with the largest effort being undertaken by the least affluent states, as this is where the greatest cost-effective potential lies. The report also explores 3) a hybrid of the first two scenarios, and 4) where the additional effort is distributed according to Member States’ projected share of emissions in 2020. More…
