This report investigates how regional and local authorities contribute to the objectives

of the Europe 2020 strategy, using efforts to promote sustainable energy and climate mitigation as examples. 

It analyses experiences and best practices of local and regional authorities in transforming their energy systems, thereby contributing significantly to the implementation of the EU 20/20/20 targets.

Finally, the report proposes a set of recommendations for future improvements to the framework in which municipalities operate. Based on eight case studies, this report analyses the constraints facing cities and regions when developing, implementing and monitoring sustainable energy action plans. The report also provides insights into how these constraints could be loosened in the future.
