The Audit Commission has published a report which focuses on what councils can do to reduce CO2 emissions from domestic energy use in their areas.Energy used to heat and power homes accounts for one-third of all CO2 emissions in England. Relative to emissions from transport and industry, domestic emissions can be tackled cost effectively and quickly. Work on domestic energy can also help the millions of households that experience fuel poverty, improving their health and reducing inequality, and can also bring local economic benefits. This report describes how some councils are taking and influencing action on domestic emissions. It also provides suggestions on how councils could achieve more and secure greater value for money. It is written primarily for councillors and senior council staff who make or influence decisions about action on domestic CO2 emissions. They can use this report as the basis for discussion, internally and with their partners and communities, about what they can do to reduce domestic CO2 emissions in the short, medium and long term. The findings within this report will also help the Audit Commission evaluate the plans and progress made by local partnerships on reducing domestic CO2 emissions as part of Comprehensive Area Assessments.
