Defining zero carbon homes

A wide range of organisations were represented at the meetings, including housebuilders, developers, local authorities, housing associations, manufacturers, consultants and academics. The analysis reveals that less than a quarter surveyed understood the magnitude of the challenge to deliver the government’s target that all new homes must be zero carbon from 2016.
